M23 Junction 10 Improvement Scheme

Due to the outbreak of novel coronavirus, COVID-19 in the UK, plans to carry out road development work to the London Bound A2 Slip Road at Wincheap have been put on hold. The works were due to commence on Tuesday 31st March 2020, but following the publication of guidance to individuals and businesses by HM Government, the commencement of works on this project have been postponed until further notice.

Once a date is confirmed for the re-commencement of the works, residents and stakeholders will be contacted to advise them of the new start date and project timeline.

Project Overview

The M23 Junction 10 improvement scheme is designed to increase the capacity at Junction 10, to relieve current and future congestion.

The project is a joint venture between Persimmon Homes and Taylor Wimpey, in conjunction with National Highways and West Sussex County Council and is being undertaken as part of the Forge Wood housing development.

Breheny Civil Engineering is delivering the project which is scheduled to be completed in approximately 12 months.

The capacity improvement works comprise the following:

  • M23 northbound and southbound off slips to be provided with an additional lane to the stop line, including upgrade of traffic signals.
  • A264 Copthorne Way approach will be provided with an additional lane to the stop line, including upgrade of traffic signals.
  • A2011 Crawley Avenue approach will be provided with an additional lane to the stop line, including upgrade of traffic signals.
  • The eastern circulatory carriageway will be widened.

The works generally comprise of: site clearance, earthworks and embankment profiling, steel sheet piled retaining walls, road/pavement construction and re-surfacing, roadmarkings, signage, vehicle restraint systems, traffic signals, kerbing, gullies and drainage.

The existing noise barrier on the northbound off-slip will be taken down temporarily to permit the additional lane and retaining wall to be constructed and then re-erected in the verge once those works are completed.

There will be some disruption while the work is ongoing. To enable the construction of the additional lanes on the off slips and ‘A’ road approaches, one lane will need to be closed to ensure worker and road safety.

Some full road closures will be required, but this work will be limited to nightimes. Once confirmed, the dates and diversions will be displayed via electronic signage boards and will also be on the project website.

13.08.26- Upcoming Road Closures 14, 15 and 16 September

The northbound exit slip at J10, the southwest corner of J10 roundabout and the westbound Crawley Avenue exit of the roundabout will be closed between 22:00 - 05:00 on 14, 15 and 16 September.

15.06.26 - Crawley Avenue and northbound slip road – Monday 22nd June - Nighttime closure

There will be a night closure (8pm-6am) of Crawley Avenue, the northwest part of the roundabout and the northbound on slip road, on Monday 22 June.

Frequently Asked Questions

Why is this project taking place?

The M23 Junction 10 project is designed to increase the capacity at Junction 10 to relieve current and future congestion. These improvements have been called for by many groups and will provide significant improvement to traffic in the area once completed. 

The project will support the development of new housing at the Forge Wood Development in Crawley as well as other developments in the vicinity. 

What will be the benefits when it is completed?

  • Improved capacity of the junction, providing a significant improvement to traffic in the area.
  • Improve journey times and the reliability of journey times for those travelling through the junction.
  • Improved capacity of the road network to support further development. 

Will this work affect the M23?


No, this work will not impact vehicles using the main carriageways of the M23.

Will there be any road closure during the works?

The access to the junction will be maintained throughout the project. However, one lane of the slip roads will need to be closed when being worked on to enable the construction of a third lane. Some full nighttime closures will also be required on occasions during the project, which will be advertised in advance. 


When will the work start?

Construction works are due to start during week commencing 23 February 2026.

When will the project finish?

The project is scheduled to be completed in Spring 2027.

What time of day will work take place?

Traffic management Lane 1 closure 24/7

Full closures of slip roads and gyratory - Occasional weekday and weekend nights only.

Standard working hours: 7.30am-6pm Monday-Friday with some weekend and night working

Can works be carried out in the evenings and/or overnight?

Yes, there will be overnight works carried out at certain times throughout the project, which will be advertised in advance.

Can works be carried out at the weekend?

Yes, but there aren’t any planned for the foreseeable future. Any weekend working will be notified to stakeholders in advance.

Who is responsible for the costs?

The project costs will be covered by developer contributions from Persimmon Homes and Taylor Wimpey. 

What disruption can motorists and road users expect?

Temporary lane closures will be implemented throughout the project during off peak times ensuring minimal disturbance to the traffic. Full night-time road closures will be required for certain works, but we will ensure that access is maintained for emergency services. These will be advertised in advance.

Will any diversion routes for traffic have to be put in place?

Yes, there will be a need for diversion routes whilst undertaking the night-time surfacing works. Details of the diversions will be made available in due course.
